Session Description
Over the past several years, Ground Penetrating Radar (GPR) systems have been developed and improved upon to enable the accurate mapping of underground utilities and other structures. Many companies now consider the use of GPR a standard process in their Subsurface Utility Engineering (SUE) investigations. Now systems have been introduced that deploy multiple GPR antennas on one platform to allow creation of 3-Dimensional (3D) images of the subsurface for even more complete mapping. In addition, these 3D radar systems have been augmented by multi-sensor Electromagnetic Induction (EMI) systems to help image metallic targets. These 3D Underground Imaging systems help engineers do a better job of assessing and mapping whatever is in the subsurface by producing high data density images of the target zone. Having such data available benefits stakeholders by aiding in project design and decreasing project delays due to unknown underground structures that may otherwise be discovered only during construction. This paper describes such a 3D Underground Imaging system and then provides relevant case histories.

In 2005, the Texas State Legislature approved legislation that permitted the Railroad Commission of Texas (the \\\"RRC\\\") to implement rules relating to the \\\"movement of earth in the vicinity of pipelines.\\\" Over the course of two years, the RRC held public meetings with impacted stakeholders to identify issues and possible solutions resulting in a new damage prevention rule, Chapter 18 of the RRC Rules, which became effective on September 1, 2007. The presentation will cover a brief history of damage prevention efforts in Texas, the new regulatory process and some of the issues now facing stakeholders as they implement this new rule. The discussion will also cover possible solutions to these pending issues and the next steps from the perspectives of the pipeline industry, RRC and other stakeholders.

A lack of reliable information on the location of underground utilities can result in costly conflicts, damages, delays, utility service disruptions, redesigns, claims and even injuries and lost lives during construction activities. An engineering process known as Subsurface Utility Engineering (SUE) has proven to be a welcome solution to providing this much-needed underground utility information. Combining geophysics, surveying, civil engineering, and nondestructive excavation technologies, SUE can provide accurate mapping of existing underground utilities in three dimensions during the design phase to avoid unnecessary relocations, eliminate unexpected conflicts with utilities, and enhance safety during construction.

Natural gas and electrical distribution contractors employing trenchless methods such as horizontal directional drilling and pneumatic moles are facing risks of inadvertently striking these sewer service laterals. The result of these \\\\\\\"crossbores\\\\\\\" can be catastrophic to public safety with the problem often surfacing years later. This session will provide an update on current and pending regulations and discuss strategies for formulating a path forward in an attempt to reduce such occurrences.

Reduction of risk can be achieved with the use of relatively new techniques and methods for both new construction and existing legacy installations. Guidelines for Identification of Legacy Cross Bores are available in draft. Procedures for instructing drain cleaners to reduce their risk from gas line cross bores of sewers are now available.
